General Assembly elects Burkina faso, costa rica, croatia, libya, viet nam
To two-year terms on Security Council
In three rounds of voting, the General Assembly today elected Burkina Faso, Costa Rica, Croatia, Libya and Viet Nam to serve as non-permanent members of the Security Council for the next two years.
They will fill the seats that will be vacated by the Democratic Republic of the Congo, Ghana, Peru, Qatar, and Slovakia on 31 December 2007. Belgium, Indonesia, Italy, Panama and South Africa will continue to serve as elected Council members during 2008, for the second year of their respective terms. All new Council members will take their seats on 1 January 2008.
The five non-permanent members were elected according to the following pattern: three from Africa and Asia, one from Eastern Europe, and one from Latin America and the Caribbean. The three new members from Africa and Asia were elected in the first round of voting.
After a second round of voting, the ballots for Eastern Europe were split between Croatia and the Czech Republic, and the ballots for Latin America and the Caribbean were split between Costa Rica and the Dominican Republic.
Before the third round of voting, the representative of the Dominican Republic and the Deputy Minister for Foreign Affairs of the Czech Republic withdrew their countries’ candidacies, thus paving the way for Croatia and Costa Rica to represent their respective regions.
After the voting, the President of the General Assembly, Srgjan Kerim of the former Yugoslav Republic of Macedonia, said this was a good day for the United Nations and the General Assembly, as the spirit of cooperation, goodwill and trust was on full display.
He also announced that the next meeting of the General Committee would take place on Friday, 19 October, to consider requests for additional agenda items, including financing of the United Nations Mission in the Central African Republic and Chad, observer status for the Conference on Interaction and Confidence-Building Measures in Asia, the question of the Comorian island of Mayotte, and the items contained in documents A/62/233 and A/62/234, which have not yet been released.
Before closing today’s session, the President invited all Member States to attend the Stand Up Speak Out Event Against Poverty and for the Millennium Development Goals 1 p.m. Wednesday, 17 October, at United Nations Headquarters, to mark the International Day for the Eradication of Poverty.
The Assembly will reconvene on Thursday, 18 October, to hold a joint debate on development in Africa, including, among others, the implementation of the New Partnership for Africa’s Development.

With no country from Eastern Europe or Latin America having received the required majority, the Assembly moved to a third round of voting.
Before the third round of voting, Enriquillo Del Rosario, ( Dominican Republic) took the floor to withdraw the country’s candidacy for membership on the Security Council. He added that his country expressed solidarity with Costa Rica, with all Latin American nations and with the world.
Tomáš Pojar, First Deputy Minister of Foreign Affairs of the Czech Republic also withdrew the country’s candidacy and congratulated Croatia on its well-deserved seat.
Kolinda Grabar-Kitarović, Foreign Minister of Croatia, thanked Member States for their votes and the Czech Republic for withdrawing from the third round of voting.
Bruno Stagno Ugarte, Foreign Minister of Costa Rica, expressed thanks for the solidarity shown in the vote and, in particular, to the Dominican Republic for its withdrawal.

Education and development to take centre stage at 34th session of UNESCO’s General Conference (16 October – 3 November)

The 34th session of the General Conference, which every two years brings together the Member States of UNESCO, will open next 16 October in Paris under the chairmanship of Musa Bin Jaafar Bin Hassan (Oman) and will continue till 3 November.
Two ministerial round tables – on education and on science – a youth forum and an international civil society forum are on the agenda of the session. Close to 2,000 participants are expected, including numerous ministers and some ten heads of State and government * who will take the floor before representatives of the Organization’s 193 Member States.
The Ministerial Round Table on Education and Economic Development, on the 19 and 20 October, will examine the interface between education and economic development. It will give orientation to UNESCO’s action and priorities in this field. The following themes will be examined: the right to education and the right to development; the contribution of education to economic growth; education and sustainable development; partnerships for education and economic development.
The Ministerial Round Table: Science and Technology for Sustainable Development and the Role of UNESCO (26-27 October) is organized for science ministers in response to the recommendations of the science and technology ministers of the G-77 (Rio de Janeiro, Brazil, September 2006), and to those of the ministers of science and technology of the countries of southeast Europe (Ljubljana, Slovenia, also September 2006).
On the 25th of October, the International Forum of Civil Society will aim to reinforce the participation of UNESCO’s main non-governmental partners (elected representatives, parliamentarians and local officials, NGOs, UNESCO clubs, members of the private sector) in the implementation of the Organization’s short and medium term objectives. The morning session entitled Citizens and Global Governance – Acting Together will notably examine the future of partnerships between UNESCO and civil society. In the afternoon, participants will examine concrete examples of multiple partnerships to achieve UNESCO’s objectives.
The fifth edition of UNESCO’s Youth Forum will take place on 12 and 13 October. Every two years, the forum gives young people from UNESCO Member States and international youth and student organizations the opportunity to share their experiences, identify common concerns and contribute to the work of UNESCO. The 2007 Youth Forum will examine the results and recommendations from the regional UNESCO Youth Forums of 2006 and 2007 which focused on Young People and the Dialogue among Civilizations, Cultures and Peoples.
An exhibition entitled "Planet Earth: From Space to Place” will be held at UNESCO Headquarters throughout the General Conference. It will be inaugurated by Carl XVI Gustaf, the King of Sweden, on 16 October. The exhibition comes ahead of the celebration of 2008, proclaimed International Year of Planet Earth, and features the work of the Organization in connection to sustainable development and climate change.
During this session, the General Conference will adopt the 2008-2013 Medium Term Strategy, as well as the Organization’s programme and budget for 2008-2009. It will also elect new members to replace half of those on the Executive Board and take all necessary decisions pertaining to the Organization’s fields of competence.

La 34e session de la Conférence générale, qui réunit tous les deux ans l’ensemble des Etats membres de l’UNESCO, s’ouvrira le 16 octobre prochain à Paris sous la présidence de Musa Bin Jaafar Bin Hassan (Oman). Elle se poursuivra jusqu’au 3 novembre.
Deux grandes tables rondes ministérielles – sur l’éducation et sur la science -, un Forum des jeunes et un Forum international de la société civile se tiendront dans le cadre de cette session. Elle réunira près de 2000 participants, dont un nombre important de ministres et une dizaine de chefs d’Etat et de gouvernement* qui s’exprimeront devant les représentants des 193 Etats Membres de l’Organisation.
La table ronde « Education et développement économique », organisée à l’intention des ministres de l’Education, aura lieu les 19 et 20 octobre. L’articulation entre éducation et développement économique sera au cœur des débats. Cette table ronde doit aider l’UNESCO à orienter son action et à définir ses priorités. Les thématiques porteront sur : droit à l’éducation et droit au développement; contribution de l’éducation à la croissance économique; éducation et développement durable; les partenariats en faveur de l’éducation et du développement économique.
L’autre table ronde (26-27 octobre) s’adresse aux ministres des Sciences et porte sur « La science et la technologie au service du développement durable et le rôle de l’UNESCO ». Elle fait suite aux recommandations des ministres des Sciences et Technologies des pays du G-77 (réunis à Rio de Janeiro, au Brésil, en septembre 2006) et à celles des ministres des Sciences et Technologies des pays d'Europe du Sud-Est (réunis à Ljubljana, en Slovénie, toujours en septembre 2006).
Le Forum international de la société civile – Les partenaires de l’UNESCO se tiendra le 25 octobre 2007. Il vise à renforcer la participation des principaux partenaires non gouvernementaux (représentants élus, parlementaires et autorités locales, ONG, clubs UNESCO, secteur privé) à la réalisation des objectifs de la stratégie à moyen terme. La séance du matin abordera le thème de la place et du rôle des citoyens dans la gouvernance mondiale et l’avenir des partenariats entre l’UNESCO et la société civile. La séance de l’après-midi traitera de manière plus concrète des modalités et des moyens nécessaires à la mise en place de partenariats multiples permettant d’atteindre les principaux objectifs de l’UNESCO.
La cinquième édition du Forum des jeunes de l’UNESCO se déroulera les 12 et 13 octobre. Tous les deux ans, le Forum donne aux jeunes des Etats Membres de l'UNESCO ainsi qu'à des organisations de jeunes et d'étudiants d'envergure internationale l'opportunité de partager leurs expériences, d'identifier des préoccupations communes et de contribuer aux travaux de l'UNESCO. L’édition 2007 examinera les résultats et les recommandations des différents Forums régionaux de jeunesse organisés en 2006 et 2007 sur le thème « Les jeunes et le dialogue entre les civilisations, les cultures et les peuples ».
Une exposition intitulée « La Planète Terre : des lieux vus de l’espace» est organisée au siège de l’UNESCO pendant toute la durée de la Conférence générale. Elle sera inaugurée par le Roi de Suède Charles XVI Gustave le 16 octobre. Cette exposition préfigure les célébrations de l’Année internationale de la Planète Terre (2008) en présentant les travaux de l’Organisation liés au développement durable et au changement climatique.
Au cours de cette session, la Conférence générale adoptera la Stratégie à moyen terme 2008-2013 de l’Organisation, ainsi que son programme et budget pour 2008-2009. Elle doit également renouveler pour moitié le Conseil exécutif et prendre toutes les décisions relatives aux domaines de compétence de l’Organisation.

Tuy không viết nhiều ca khúc, song Nhạc sỹ Nguyễn Thành đã thực sự để lại tên tuổi của mình trong nền âm nhạc Việt Nam với các bài hát: Qua miền Tây Bắc, Cảm xúc tháng Mười. Ông viết CẢM XÚC THÁNG MƯỜI vào tháng 10 năm 1974. Theo anh Nam, người con nuôi của ông, hiện làm tại văn phòng đại diện của Vietnam airlines tại Paris, Nhạc sỹ Nguyễn Thành viết ca khúc này, dựa trên lời thơ của nhà thơ Tạ Hữu Yên, theo "đơn đặt hàng" của Nghệ sỹ Kiều Hưng.

Nhịp trống theo bước đoàn quân giải phóng tiến về không chỉ làm náo nức “ba mươi sáu phố phường" mà dường như còn mang về cho đất trời Hà Nội một màu “xanh hơn”, “khác ngày thường” – màu xanh áo lính hay màu xanh của một bầu trời, mặt đất mới hòa bình tự do.
“Mẹ đứng hàng đầu rưng rưng nước mắt
Xốn xang mẹ thầm gọi các con
Anh chiến sĩ mến thương nhìn mẹ
Nghe niềm vui ấm cả tâm hồn”
Cả Hà Nội hân hoan, ca hát đón chào đoàn quân giải phóng nhưng chắc hẳn mẹ là người hân hoan, vui mừng, xốn xang nhất, bởi chẳng có gì khắc khoải cho bằng nỗi lòng người mẹ già mong nhớ đứa con xa nhà chinh chiến.
Niềm vui của mẹ giấu sau những giọt nước mắt “rưng rưng”, những lần “gọi thầm tên các con”. Câu hát chùng xuống, nghe trong giọng hát của Trọng Tấn có nỗi xúc động bùi ngùi khi nhìn thấy bóng người mẹ thân yêu. Mẹ là niềm tin, là động lực “ấm cả tâm hồn” để những đứa con chiến sỹ vượt qua gian khó, hiểm nguy chiến đấu "cho Tổ quốc quyết sinh”
“Đêm, cái đêm rút qua gầm cầu
Anh, anh đã hẹn ngày mai trở lại
Sóng sông Hồng vỗ bờ hát mãi
Đỏ niềm tin là khúc khải hoàn ca”

Thăng Long – Đông Đô – Hà Nội - mảnh đất nghìn năm hùng thiêng, trải bao can qua bão tố - nay thanh bình như chưa từng có bóng quân thù. Nhưng mỗi độ thu sang, mỗi khi tháng Mười về, những người yêu Hà Nội vẫn bồi hồi hoài niệm ngày giải phóng thủ đô năm nào với tình yêu “nghìn năm vẫn một trái tim này” chẳng khi nào thay đổi!
